Management shake-up at JPMorgan; Zames is COO

NEW YORK (AP) ? JPMorgan Chase, which is reeling from the fallout of a big trading loss at one of its divisions, announced a broad reshuffling of its top management on Friday.

It was the second round of management reorganization at the nation's largest bank since it revealed the loss that has ballooned to up to $5.8 billion from an initial estimate of $2 billion. The loss has prompted two congressional hearings and led to investigations from international regulators.

The loss has also come to represent the risky bets taken at large banks that can jeopardize the global financial system, barely four years after the financial crisis that hurtled the country into the deepest recession since the Great Depression.

It was also viewed as a glaring example of how difficult it is to run a large bank with large far flung businesses. It has led to calls to break up the big banks and also for the resignation of CEO Jamie Dimon, who up until then had built a reputation as a steady leader. Dimon initially called the trade a "tempest in a teapot," before backtracking and revealing the scope of losses and apologizing several times for his mischaracterization.

The management announcements on Friday appear to be the bank's attempt to restore the investors' trust in the bank.

"Today's appointments are a natural step in aligning our businesses more closely to make our company even stronger," said Dimon in a statement.

Its stock rose 4 cents to $36.85 in morning trading on Friday. They are still down 21 percent from their 52-week high of $46.49 in late March.

Among the appointments announced Friday, the biggest promotion went to Matt Zames who takes on the title of chief operating officer. It is being read on Wall Street as the clearest sign yet that he is being groomed to succeed Dimon.

Zames' career has recently been on an upward trajectory. Until the trading loss was announced on May 10, 41-year-old Zames was co-head of global fixed income at the investment bank. He was promoted soon after to replace Ina Drew, the chief investment officer who oversaw the division where the loss occurred. Drew resigned in the days after the loss was revealed.

Zames will share the role with Frank Bisignano who is also chief administrative officer at the firm. Bisignano was tapped last year to lead the beleaguered mortgage banking business, which had contributed to major losses for the bank and also embarrassments when it was found out that that division had unlawfully foreclosed on homes of service members while on active duty.

Among other appointments were:

? Todd Maclin, head of the retail bank, and Gordon Smith who heads up credit cards, will become co-CEOs of Consumer & Community Banking.

? Jes Staley, CEO of the investment bank, has been named to the newly-created position of chairman of JPMorgan's corporate & investment bank.

? Mike Cavanagh and Daniel Pinto have been named to be co-CEOs of the corporate & investment bank.

Atlanta voters weigh tax increase to ease traffic

(AP) ? For decades, Atlanta has been the economic engine of the South, a dynamic city on the move. But if you've ever gotten behind the wheel here, it doesn't feel that way.

The Atlanta metropolitan area has some of the worst traffic in America, with drivers routinely stuck in monumental, bumper-to-bumper jams that can turn a 10-minute trip into a miserable, one-hour slog.

Hoping to ease the gridlock, the region's political and business leaders are pushing for a 1-cent increase in the sales tax to pay for billions of dollars in highway improvements and other transportation projects. The proposed tax is on Tuesday's ballot.

Civic leaders say that Atlanta's economic future hangs in the balance, with the metropolitan area in danger of losing business to more-livable cities unless it acts now to reduce congestion.

"Tampa, Charlotte, Denver, Dallas ... they all hope we lose," said Metro Atlanta Chamber of Commerce President Sam Williams. "The competition has been taking advantage of this."

Atlanta's traffic problems have been 50 years in the making, a consequence of runaway growth. The metropolitan area's population swelled from nearly 1.6 million in 1960 to more than 5.2 million in 2010, and many of the newcomers settled in suburbs radiating farther and farther from Atlanta's core.

Now those commuters are clogging the highways that run straight through the middle of the city or form a big ring around it.

Atlanta has a commuter rail system, but it is laid out basically like a big plus sign and doesn't reach many parts of the city. And there has long been opposition to its expansion.

The TomTom Congestion Index, compiled by the maker of automobile GPS devices, has ranked Atlanta the nation's eighth-most clogged city. According to the 2010 Census, Atlanta had the fourth-worst commute in America, with drivers taking an average of 30 minutes to get to or from work.

From billboards to beauty shops, the campaign for the tax has been hard-fought in recent weeks, and polls suggest the vote could be close.

Metro Atlanta is one of a dozen regions across Georgia that will vote independently on the tax increase, which could generate a total of more than $18 billion statewide for transportation projects over the next decade.

Atlanta stands to gain the biggest share. Supporters estimate the 1-cent increase would generate more than $8.4 billion between 2013 and 2022. The sales tax in the region is now around 5 or 6 cents on the dollar in most cases.

Each region developed a list of projects involving such things as roads, bridges, mass transit, ports, airports and bicycle and pedestrian facilities. Metro Atlanta's list is heavy on road projects ? including the widening or resurfacing of highways, the building of new ramps and reconstruction of a busy interchange ? and light on mass transit.

Opposition in metro Atlanta has crossed political and racial lines, creating unlikely allies and adversaries.

Pro-business Republicans, including Gov. Nathan Deal, are finding themselves at odds with tea-party leaders in the GOP, who argue government can't be trusted to manage the tax revenue responsibly.

The fiscal conservatives have made common cause with black Democrats, who say the plan doesn't do enough to help poor people and minorities because it devotes little to mass transit and overlooks some sections of the city, and with environmental groups, which fear more pollution and development.

"We're just united against a bad idea," said Neill Herring of the Sierra Club. "We've got to break this sprawl habit."

Supporters have bankrolled an $8 million campaign under the banner Untie Atlanta and say the transportation projects will create jobs via the construction work itself and the improvements that will ease congestion and make the city more attractive to companies looking to relocate.

"As a result of our failure to deal with our traffic issues as other leading cities in the world are doing far more rapidly, we risk entering a period of decline," Mayor Kasim Reed said. "This is our region's leadership moment."

Nikki Strickland's commute to work in Atlanta is 30 minutes each way on a great day. But if she leaves the house in suburban Alpharetta after 7:30 a.m., it's too late. Then the drive takes an hour or more.

Her husband's trek into midtown isn't much better. "He can get completely stuck for hours if the wrong thing happens," Strickland said.

She said she is considering voting for the tax but is conflicted. Taxing groceries ? something everyone has to have, unlike a new car ? isn't fair, Strickland said. Moreover, she said, "I just don't feel like Atlanta is serious about transit. And I don't trust our institutions to do this. State government is so dysfunctional."

Google just kicked its Google Fiber efforts into overdrive. The company's Kansas City effort is getting a full launch and now includes Google Fiber TV -- a "real" TV service with recognizable channels and its own, fully searchable interface that mixes DVR results with Netflix and YouTube. As many as 500 shows can be stored in full 1080p HD, and several TVs within the home can tune in at the same time.. Not surprisingly, there's also a major mobile component taking advantage of that 1Gbps fiber link, as users will have the option of browsing, sharing and eventually watching live TV directly from tablet apps. The company is also promising an ever-evolving service that includes Google+ video hangouts. For hardware, Google has its own dedicated Network Box with a four-port gigabit Ethernet router and 802.11n WiFi, a TV Box with live viewing and a WiFi access point as well as a Storage Box DVR with 2TB of data and the ability to record eight shows at once. Your remote control? A free, bundled Nexus 7 tablet, naturally.

The overall service will come with 1TB of Google Drive space, although it's expensive to get started: there's a $300 "construction fee" (currently being waived) to wire a home for the fiber optics. Three packages will be on offer, starting with a Gigabit + TV package that includes the essentials, all major channels and "hundreds" of fiber channels (plus on-demand content) for $120 a month. Skip traditional TV and it costs $70 a month -- and if you're a local resident willing to pony up the construction free, you can get 5Mbps internet access for free for "at least" seven years. Key institutions are getting the full gigabit access for free, as well. Only small slices of Kansas City in both Missouri and Kansas state should have access at first, but Google is conducting a six-week "rally" where the most people paying a $10 pre-registration fee dictate where Google Fiber goes next. Now if only other cities would go the same route.

Piglets in mazes provide insights into human cognitive development

ScienceDaily (July 25, 2012) ? Events that take place early in life almost certainly have consequences for later cognitive development. Establishing the connections is difficult, however, because human infants cannot be used as laboratory subjects.

Rodney Johnson and his collaborators have developed an alternative model for studying infant brain development. "Assistant professor Ryan Dilger and I became interested in establishing the neonatal piglet as a model of human brain and cognitive development 3 or 4 years ago," he said.

The idea came to Johnson when a former student, who was working for an infant formula company, asked about finding ways to determine differences in cognitive development between breast-fed infants and infants fed on formula.

"Human breast milk is the gold standard, but not every infant can be breast fed. A major goal for many infant formula companies is to improve the formulation to capture all of the benefits of breast milk," he explained.

Johnson and his group had been working with rodent models to study learning and memory; they also had done some research looking at infectious disease in pigs. They wondered if it would be possible to develop tests to look at learning and memory using neonatal piglets.

It seemed like a reasonable idea because the growth and development of the piglet brain is similar to that of the human brain. The brain growth spurt is a perinatal event in both humans and pigs. At birth, the human brain is about 25 percent of adult size. In the first 2 years of life, it reaches 85 to 90 percent of adult size. The piglet brain grows in a similar way in a shorter time.

Johnson's team first developed structural MRI methods for quantifying brain volume in the neonatal piglet. They then used these techniques to determine total brain and brain region volumes in a cohort of male and female domestic pigs, taking repeated measurements every 4 weeks starting at 2 weeks of age and finishing at near sexual maturity at 24 weeks of age.

They found that at 4 weeks, the piglet brain had grown to approximately 50 percent of its maximum volume, and it continued to grow rapidly for the next 8 weeks. Human infant brains grow in a similar way in the postnatal period. The results suggested that environmental insults during this period could affect brain structure and function.

The researchers' next task was to develop a test to assess the piglets' learning and memory, using a T-maze. They thought that this would be easy. They were wrong.

"It actually turned out to be very complicated because there were a lot of things that went wrong that we didn't predict," said Johnson. "For example, when we first started these studies, we used things like Skittles and apple slices as a reward because that's what people using older pigs had done."

The piglets, which were being fed on infant formula, had no interest in solid food, nor were they motivated to perform the tasks if the reward was the same as their regular food. They were, however, very willing to work for chocolate milk, specifically Nesquik?.

They did not receive the Nesquik? anywhere else. "The idea is that piglets see chocolate milk only during the test and then it's back to the standard formula," said Johnson. "It helps increase their precision because it's something they look forward to."

Tests were conducted in a plus-shaped maze with one arm blocked off to leave a 'T' shape. Piglets were trained to locate the milk reward in a constant place in space as well as direction, using visual cues from outside the maze. When they learned to perform the task correctly the reward location was reversed, and the piglets were retested to assess learning and working memory. Correct choices decreased in the reversal phase but improved over time.

The results demonstrate that the T-maze can be used to measure cognitive abilities. Johnson and his collaborators will use these new tests to examine how stressors such as nutrient deficiencies and infections affect the human brain during this time of early, rapid growth.

"We want to know if this will alter the trajectory of normal development in a way that makes them more susceptible to behavioral disorders that occur later in life, such as autism and depression," Johnson said. "Exposure to environmental insults early in life may also reduce stress resilience," he added.

"There is a lot of interest in the concept of programming, the notion that things that occur early in life set that individual up for problems that occur many years later," he continued. "Because the pig brain grows so much like a human brain, we thought this could be a very attractive model."

The researchers have used the piglet model to demonstrate that an iron-deficient diet causes iron depletion in specific brain areas and is accompanied by cognitive deficits. They are using structural MRI and the T-maze task to study how viral pneumonia in the early neonatal period affects brain and cognitive development.

These data are complemented by measures of neuroinflammation, neurogenesis, and neuron morphology, procedures Johnson's group has established in the neonatal piglet. Ryan Dilger is developing novel MRI procedures to measure biochemicals in the brain and to reveal how neural connections develop.

They are hoping to receive NIH funding to look at maternal viral infections. "We will infect pregnant gilts at the beginning of what would be the third trimester in humans and then study brain and cognitive development in the offspring," Johnson said. "This is the type of interesting question we can pursue now that the piglet model is in place."

Johnson said that it would be difficult to do this kind of research anywhere else.

"The Beckman Institute has been wonderful. We're not MRI experts, nor do we want to be. However, we had a hypothesis and thought MRI technology could help us address it," he said. "The support staff at Beckman has been really critical to helping develop the protocols."

Johnson said that the other major advantages of the U of I are that the College of Agricultural, Consumer and Environmental Sciences has a unique research facility for housing pigs, and the Department of Animal Sciences maintains several swine farms that produce piglets on a regular basis.
