A Quantum Leap

The idea of the Higgs particle was proposed nearly 50 years ago. (Incidentally, it has never been called the ?God particle? by the physics community. That moniker has been picked up by the media, and I hope it goes away.) It was discussed almost as a curiosity, to get around some inconsistencies between predictions and theory at the time in particle physics, that if an otherwise invisible background field exists permeating empty space throughout the universe, then elementary particles can interact with this field. Even if they initially have no mass, they will encounter resistance to their motion through their interactions with this field, and they will slow down. They will then act like they have mass. It is like trying to push your car off the road if it has run out of gas. You and a friend can roll it along as long as it is on the road, but once it goes off and the wheels encounter mud, you and a whole gang of friends who may have been sitting in the back seat cannot get it moving. The car acts heavier.

Africa universities asked to reform courses to fit productive sectors

Mr John Ssebuwufu, Director of Research and Programmes at the Association of African Universities has advised managements of tertiary institutions in Africa to reform and tailor their educational programmes to meet the projective sector of the economy.

?School authorities need to shift from the colonial programmes and repackage their courses to train graduates with critical thinking and analysis as well as problem solving to help develop interventions to solve the continents many developmental challenges?, he said.

Mr Ssebuwufu gave the advice in an interview with the Ghana News Agency (GNA), over the weekend, at the sideline of a two day forum in Accra to deliberate on a synergy between tertiary institutions and productive industrial.

The event, which brought together tertiary heads and other representative from the African continent, was organized by the Association of African Universities (AAU) and the Association of University and Collage of Canada (AUCC).

It was under the theme ?Strengthening Linkages between, Industry And the Productive Sector and Higher Education Institutions in Africa.?

Mr Ssebuwufu said, ?Africa is endowed with natural resources and we need to train graduates to be entrepreneurs to help optimize these resources with creative talent and facilitate rapid development in the continent.?

Synergies between higher education institutions and industries, he said, could play a critical role in securing and leveraging additional resources for higher education, promoting innovation and technology transfer, and ensuring that graduates had the skills and knowledge required to effectively contribute to the workforce.

He said there was a lack of data to provide a comprehensive and informed picture of what steps
African higher education institutions have already taken and what is needed to provide a strengthened, more comprehensive platform for building partnerships with the productive sector.

He said a study conducted by the AAU and AUCC under the project, revealed that about 133 institutions across Africa had taken initial steps to promote industry linkages through the establishment of dedicated offices and personnel, the promotion of industry linkages in strategic plans, consultancy services, and student attachments, among other actions.

?However, limited funds to support such linkages, lack of research infrastructure, including the absence of science parks and technology incubators, lack of qualified researchers and limited expertise in entrepreneurialism, and marketing, among other factors, represent significant challenges.?

?There is also the challenge of lack of data to provide a comprehensive and informed picture of what steps African higher education institutions have taken and what is needed to provide a strengthened, more comprehensive platform for promoting, building, and managing synergetic partnerships with the productive sector,? he added.

He said in terms of promoting entrepreneurialism and practical skills among staff and students, the study also showed that institutions only engaged guest speakers to provide business and entrepreneurial advice, and offer student attachments.

Madam Trudy K. Kernighan, Canadian High Commission to Ghana said in a rapidly evolving world, educational institutions needed flexibility and the necessary push to respond to issues affecting individuals, communities, societies, and the world.

MU-developed 'Lameness Locator' system helps diagnose lameness sooner, makes treatment easier

COLUMBIA, Mo. The most common ailment to affect a horse is lameness. A University of Missouri equine veterinarian has developed a way to detect this problem using a motion detection system called the "Lameness Locator." Now, Kevin Keegan, a professor of equine surgery in the College of Veterinary Medicine at MU, has found that his Lameness Locator can detect lameness earlier than veterinarians using the traditional method of a subjective eye test.

The Lameness Locator, which is now in commercial use, places small sensors on the horse's head, right front limb and croup, near the tail. The sensors monitor and record the horse's torso movement while the horse is trotting. The recorded information is then transferred to a computer or mobile device and compared against databases recorded from the movement of healthy horses and other lame horses. The computer is then able to diagnose whether or not the horse is lame.

In a new study published in the Equine Veterinary Journal, Keegan and co-author Meghan McCracken, an equine surgery resident at MU, put special adjustable shoes on horses that temporarily induced symptoms of lameness. The horses were then monitored by the Lameness Locator as well as by a number of veterinarians using any lameness testing methods they wished. If no lameness was detected by either the veterinarians or the Lameness Locator, the special shoes were adjusted slightly to increase the symptoms of lameness. This process was repeated until both the Lameness Locator and the participating veterinarians properly identified in which leg of the horse the lameness was occurring. Keegan and McCracken found that the Lameness Locator was able to correctly identify lameness earlier than veterinarians using subjective eye test methods more than 58 percent of the time and more than 67 percent of the time when the lameness occurred in the hind legs of the horse. Keegan attributes this to the sensors' high sensitivity levels.

"There are two reasons why the Lameness Locator is better than the naked eye," Keegan said. "It samples motion at a higher frequency beyond the capability of the human eye and it removes the bias that frequently accompanies human subjective evaluation."

Because equine lameness may begin subtly and can range from a simple mild problem affecting a single limb to a more complicated one affecting multiple limbs, veterinarians and horse owners know that early detection is the key to successful outcomes.

"If veterinarians can detect lameness earlier, before it gets too bad, it makes treatment much easier," Keegan said. "Lameness often goes undetected or undiagnosed entirely, which can cause owners to retire horses earlier than needed, simply because they cannot figure out why the horses are unhealthy. The Lameness Locator should be able to help with that as well."

Well, it looks like there's still a few surprises left from HP's brief foray into webOS hardware. As webOS Nation has discovered, the design firm Transparent House posted a brief clip of a device described as "WindsorNot" some eight months ago, which is very clearly a touchscreen-only webOS smartphone. As the site notes, that appears to be the very same device that had previously turned up in leaked photos under the codename "Stingray," and it estimates that the phone has the same 3.6-inch screen as the Pre 3. Details are scarce beyond that, but you can get a good look at what might have been in the video after the break -- not to mention yet another look at the unreleased TouchPad Go (a.k.a. Opal) on Transparent House's Vimeo page linked below.

The Life Engineers: Prometheus Asks, Is a Culture as Stupid as Ours Ready to Create New Life?

Pinning down exactly what Ridley Scott?s larger-than-life Prometheus means may be impossible. But it?s safe to say that the movie ? the 3-D quasi-prequel to Scott?s seminal technoscience-horror fable, Alien ? is self-consciously a myth for our scientific era.

Prometheus opens over the shoulder of an alabaster figure on the edge of a prehistoric waterfall. This alien, called an Engineer, drinks a poison and falls into the waters. Our camera-eye follows, diving into his cells, which are darkening and cracking apart. Then we dive further ? into his very DNA, which is rapidly rotting and unwinding, but not disappearing. We are left unsure where his broken-down DNA is headed. Cue title sequence.

Why does Scott open with an act of alien genesis triggered by crumbling, black DNA? Regardless of what else the filmmakers want the opening scene to convey, this is a horror movie. Its opening suggests that something about DNA and DNA manipulation is a source of dread ? even as society today embraces biotechnology.

The biggest questions Prometheus asks may be, if DNA is a type of code or a language, who wrote the code of human life, and what did they intend for us? Our discomfort with the fact that manipulating DNA is a technique like any other ? something you can learn and exploit for useful, perhaps lucrative ends ? is driven by concerns over the motivations of those doing the manipulating.

If we were coded by authors with a motivation ? the Engineers in Prometheus ? can we be sure that we?re acting on our own volition? Our discomfort with being ?programmed? is logical, because free will presents us with a reason to behave more responsibly (you can?t blame anyone else) and a gift of constant discovery.

The Engineers are not new to our trove of archetypes. In a way, they?re unknowable like God, but in another way they?re just a larger, paler version of ourselves. Scott makes this clear when his archeologists discover that we share genomes. Humans are the Engineers? golems, Pinocchios, and Frankenstein?s creatures. The horror that comes with this discovery is that our makers are just about as ungodlike as we are.

The movie isn?t really about the Engineers, however. The Engineers are us. Do we want life to be given purpose by people as fallible, silly, vain, and stupid as we are? Of course, we?ve been bioengineering already. Since the advent of agriculture and animal husbandry, we?ve shaped the genetic direction that species take. Think: wolves into Pomeranians. But breeding has always been a slow, sloppy form of programming.

So here we are at the gates to the age of biotechnology, where scientists bioengineer yeast and bacterial cells to produce materials for us like medicines and plastics, where they use genetically engineered viruses to manipulate the brain cells of mice as if neurons were the strings of a marionette. The moment when bioengineering becomes indistinguishable from computing is coming. Companies like Autodesk are already developing bioCAD software, and undergraduate students are doing bioengineering for their summer projects. With the Engineers ? humanity?s Gepetto ? Prometheus offers a slant on where this all might lead.

Sure, just as the Engineers, we?ll weave our own messy psychology into the life we make. But will we also leave something out? That is, free will ? the ability to desire, act, and react in new ways. When behaviors are programmed, free will gets lost. Perhaps that?s okay when we think about a lowly E. coli churning out fuel. But we feel disgust the more we can identify with the organism we?re programming. Imagine owning a bioengineered dog that never veered from its hardwired instructions; it would be more of an appliance than a pet. And a completely programmed human being? This is the stuff of horror.

Science fiction?s forecasts have many times hit dead-on (submarines, space travel, computer hacking). Stories that focus on biotech often come back to a central theme, perhaps the predominant question of our age: When DNA becomes just another toolset, what will separate us from any other object that?s made? And what?s transcendent about life if we can design it ourselves?

In the biotech era, the creation of new life may be the ultimate source of bio-angst-the feeling that there?ll never be a satisfactory reason for our existence. If life is just stuff to be worked into new forms, then nothing separates life from ore, plastic, or anything else we can manipulate with tools.

Scott?s Prometheus shows that ? as a culture forced to make increasingly difficult decisions regarding science ? we haven?t escaped the debate central to Mary Shelley?s Frankenstein or what she called The Modern Prometheus (no coincidence). Shelley?s creature ? abandoned by his genius creator ? asks, why did you make me? Scott?s movie just reverses the equation. In Prometheus, we are the creature, abandoned, and we want the Big Answer.

Prometheus is not simply the most recent, biggest-budget story of humanity?s bio-angst ? it?s also the story that comes at a time when humanity is finally able to test the reasons for its angst empirically. Here at the opening of the biotech era, we?re both excited and afraid of what our future holds.

Obama campaign launches new Romney outsourcing ad

(AP) ? President Barack Obama's re-election campaign is launching a new attack on Republican rival Mitt Romney's business record.

In a television advertisement released Tuesday, the campaign says Romney invested in companies that moved jobs overseas and supports tax breaks for companies that do so. The ad, titled "Believe", says Obama believes in "insourcing" and favors tax cuts for companies that bring jobs back to the U.S.

Democrats believe a drumbeat of ads accusing Romney of shipping U.S. jobs overseas is starting to take hold in battleground states and impact voters' views of the presumptive GOP nominee.

The ad is running in nine politically important states, including Colorado and Virginia.
