Global shares fall on worries over fiscal cliff, Europe

LONDON (Reuters) - World shares are on course for their worst weekly performance since June, depressed by Europe's debt troubles and the looming "fiscal cliff" that could slash U.S. public spending.

Even better-than-expected Chinese economic data for October, which pointed to a modest rebound in the world's second largest economy, failed to stem the declines on Friday.

The MSCI world equity index <.miwd00000pus> was down 0.3 percent at around 322.5 points by 1230 GMT. It has lost over two percent since Monday and looked set to close on Friday with a decline steeper than any other week since June.

"Concerns about the U.S. fiscal cliff and the situation in Europe have been prompting investors to take some risk off the table," said James Butterfill, global equity strategist at London private bank Coutts.

U.S. stock futures signaled a third day of falls for Wall Street when trading resumes. Data due out later includes the Thomson-Reuters University of Michigan sentiment survey where a small pickup to 83 from 82.6 is forecast.

In a further sign of nervousness, the dollar fell to its lowest in three weeks against the yen, which is often a refuge in times of stress. The greenback hit 79.21 yen, its lowest level since October 19 and down 0.3 percent on the day.

"You've only got to look at what's happening in the gold market, and with the equity markets falling quite heavily, that is playing back into strong demand for the yen," said Adam Myers, senior currency strategist at Credit Agricole CIB.

Gold hit a three-week high of $1,737.60 an ounce.

Prices for safe-haven U.S. Treasuries extended their gains for the week after the U.S. elections on Tuesday raised fears that Washington's politicians may struggle to find a compromise to cut the budget deficit before nearly $600 billion of spending cuts and tax increases kick in early in 2013.

Markets are also watching the U.S. debt ceiling, which needs to be raised to avoid a government shutdown.

The price increase in the benchmark U.S. Treasury 10-year note pushed the yield down 3 basis points to 1.59 percent.

EUROPEAN GLOOM

In Europe falling industrial output in France, Italy and Sweden and a warning from a German ministry that the country's economy - Europe's largest - was expected to slow further in the fourth quarter and the first three months of next year, rattled investors.

The FTSE Eurofirst 300 index <.fteu3> of top European shares was down 0.7 percent to 1090.20 as London's FTSE 100 <.ftse>, Paris's CAC-40 <.fchi> and Frankfurt's DAX <.gdaxi> fell between 0.5 and 1.3 percent. <.l><.eu/>

A worried German finance minister, Wolfgang Schaeuble, has asked a panel of economic advisers to look into reform proposals for France. Reported exclusively by Reuters, the unusual move reveals the depth of concern in Berlin at the weakness in the euro zone's second largest economy.

"Germany has benefited from the euro zone debt crisis in a way because a weaker euro helped its exports. But Germany appears to be starting to suffer from deterioration in the euro zone economy," said Mitsuru Saito, chief economist at Tokai Tokyo Securities in Tokyo.

A senior EU official also told Reuters it was unlikely ministers would reach agreement on Monday on whether to release Greece's next aid tranche and that another meeting would probably be needed.

"We still have the situation in Greece; the volatility indexes are showing that investors are not too worried at the moment - but that can change quickly so politicians need to act quickly," said Emile Cardon, a market economist at Rabobank.

German government bonds, favored by risk-averse investors, rose; Bund futures added 23 basis points on the day to reach 143.20, adding to gains of more than a full point since last Friday's close.

The euro hit a two-month low against the dollar, down 0.3 percent at $1.2714, and was seen vulnerable to further losses.

"There has been a rather poisonous cocktail that is dragging the euro down, with weak European numbers today, renewed fears of the euro zone crisis with Greece back on the agenda," said Arne Lohmann Rasmussen, head of currency research at Danske Bank.

In industrial commodity markets the better news from top consumer China only partially offset the worries over the U.S. and European economies.

The Chinese numbers showed factory output and retail sales for October rising by more than expected, while inflation dipped to its slowest pace in nearly three years, giving policymakers scope to further loosen monetary policy.

That came right on cue for the start of the week-long leadership changeover in the ruling Communist Party.

U.S. crude oil prices down 50 cents to $85.43 a barrel. Brent futures were down 40 cents to just below $107 a barrel .

"Politics is going to take center-stage as far as commodity markets are concerned," said Natalie Rampono, a commodity strategist at ANZ.

In Asian trading, Thursday's losses in global stocks weighed on Japan's Nikkei stock average <.n225> which closed 0.9 percent lower. <.t/>

MSCI's broadest index of Asia-Pacific shares outside Japan <.miapj0000pus> eased 0.2 percent on top of the previous day's 1.3 percent slide, its biggest one-day percentage drop in two months, leaving it 0.4 percent down on the week.

The Earthquake Commission will be about $1.6 billion short for Canterbury earthquake claims, which the Government will stump up for.

That is the latest firm figure in EQC's annual report released yesterday, and a lot more than the Government estimated more than a year ago when it said EQC could be short by $800 million. But Finance Minister Bill English said in April the Government's guarantee to EQC could be "a few billion".

In EQC's annual report to June it confirms EQC's total liabilities are about $12.5b.

About $2.8b was paid out in the year to June 2012, and $1.2b the year before, so about $8.6b of claims remain to be settled.

The $8.6b was covered by reinsurance, cash and investments but EQC would be short by $1.6b which would be covered by the Government guarantee, the report said.

The total cost of insurance claims for the Canterbury earthquakes was estimated at $30b, the report said, quoting the Reserve Bank.

EQC chairman Michael Wintringham suggests in the report that insurers are shifting costs to the Crown.

Wintringham says that because of the huge scale of the earthquakes disaster and the costs to the Government and private insurers "there is an incentive for insurers to reduce their own liabilities by shifting costs to the Crown or to other parties".

Wintringham says the EQC Act needs review. At present the Government is considering the terms of reference of the review.

The Canterbury earthquakes had provided "a reality check" on the workability of the 20-year-old law.

The EQC Act did not have provisions that assumed cover for a series of earthquakes. The provisions assumed a single big event.

Nor did the act have provisions that covered the increased susceptibility of land to liquefaction.

A big part of EQC's efforts in settling claims had been in apportioning the amount of damage between earthquakes and aftershocks and in geotechnical assessments of land.

By the end of June EQC had repaired about 18,000 properties with about 80,000 to go.

That included: $69 million claims assessment fees.

$37.5m for call centres and claims management by a third party.

$21.3m for claims administrators and contractors.

$23.2 for employee pay and benefits.

$41m for engineers and consultants.

$64m for project managers and infrastructure.

$23m for travel and accommodation.

Last 500 Ethiopian Wolves Endangered by Lack of Genetic Diversity

ethiopian wolfThe last wolves in Africa face a difficult road if they are going to survive. Just 500 Ethiopian wolves (Canis simensis) remain in the mountains of the country for which they are named. The animals now live in six fragmented populations located hundreds of kilometers apart from one another; three of these populations have fewer than 25 wolves each. According to a study published last month in Animal Conservation, the Ethiopian wolf now suffers from low genetic diversity and a weak flow of genes between packs. As we have seen with other rare species such as Florida panthers, Tasmanian devils and great Indian bustards, low genetic diversity can result in inbreeding, impaired birth rates and the inability to adapt to diseases or other ecological threats. The danger for Ethiopian wolves is not theoretical?rabies outbreaks in 1991?92 and 2003 each killed several hundred wolves.

The 12-year study, conducted by researchers from the Zoological Society of London and other organizations, examined the genetics of 72 wild Ethiopian wolves from seven different populations. One of those populations, at Mount Choke, died out over the course of the study. The researchers found very little gene flow between the populations and conclude that restoring this flow?possibly by relocating some males or restoring migration corridors?could help increase the number of wolves while reducing the likelihood of inbreeding.

The animals aren?t likely to travel between populations on their own. Ethiopian wolves, which arrived in the region 100,000 years ago during glacial times, have adapted to grassy, mountainous ecosystems 3,000 meters above sea level, where they prey almost exclusively on high-altitude rodents such as the big-headed mole rat (Tachyoryctes macrocephalus). Meanwhile, Ethiopia?s human population continues to expand, from 48 million in 1990 to 84.7 million in 2011, making travel between wolf packs even more dangerous and unlikely.

Travel barriers and fragmentation aren?t the only threats the wolves face. The animals are legally protected in Ethiopia but according to the Ethiopian Wolf Conservation Programme they still face persecution by farmers afraid of potential livestock predation. Overgrazing by cattle has also damaged existing habitats and reduced the rodent populations that the wolves depend on for food. Even domestic dogs pose a danger?they have been blamed for the rabies outbreaks and have even, on occasion, bred with the wolves. Although widespread hybridization has not yet been observed, this poses yet another threat to the gene pool for the already endangered animals.

(AP) ? The big hooks and soaring melodies of Grammy-winning songwriter Diane Warren are heading to Broadway.

Tony Award-winning producer Dede Harris tells The Associated Press on Thursday that she has optioned Warren's entire 2,000-song music catalog with an eye to getting her hits into a musical. The creative team and a timeline for the project will be announced at a later date.

"We're starting with a blank canvas and the beauty of the development of this process is that we can let our imaginations run wild," Harris said Thursday. "We have so many different songs that we can pull from and create a story from so many of her songs that it's just too early to say."

Warren's writing credits include Aerosmith's "I Don't Want to Miss a Thing," Celine Dion's "Because You Loved Me," Toni Braxton's "Un-Break My Heart," LeAnn Rimes' "How Do I Live" and "I Was Here" for Beyonce.

She's scored multiple Academy Award nominations and has won a Grammy and a Golden Globe award. Warren is the first songwriter in the history of Billboard to have seven hits, all by different artists, on the singles chart at the same time.

Although Harris has her favorite songs, she says she won't insist on their inclusion. "Obviously we want to put in her more popular songs, but we're not going to do it just to do it. It has to work with the story," she said.

Harris, who declined to say how much the catalog cost, has produced such hits as "Hairspray," ''Dirty Rotten Scoundrels" and "A Raisin in the Sun." Her recent hits include "One Man, Two Guvnors," ''War Horse" and "Clybourne Park" and she's producing the upcoming "Hands on a Hardbody."

Warren, who also has expressed interest in writing new songs for the project, would be the latest rocker to lend their music to Broadway-bound projects, joining the likes of Sheryl Crow, Glen Ballard, Cyndi Lauper, Dave Stewart and Melissa Etheridge.

Private citizens, members of the media and others interested in following the legislative process will find accessing actions in the State Senate easier than ever before, thanks to several new technological upgrades that are now being put in place.
New high resolution cameras have been added in the front and back of the chamber for those following the Senate on the Internet, with new software enabling bill information and links to the text of measures to appear next to the chamber video.? The camera angle for the website will change depending on which microphone is being used.
In addition, a new voting board will enable the display of more information, including a full short title and a list of upcoming bills to be heard that day.
?This is part of our ongoing effort to make it easier and simpler for people to see the work that?s being done by their senators,? said Pres. Pro Tempore Brian Bingman.? ?With each upgrade, we are continuing to make the legislative process more accessible than it?s ever been before.?
Bingman, R-Sapulpa, said the changes also enable the Senate to become more efficient?the display of upcoming bills on the vote board will help members who want to switch from paper copies of legislation to electronic versions.
A new sound board will be tied to the voting board, along with the website and high definition cameras making it possible to archive audio in a more useable format.? Archived, searchable audio of the Senate?s legislative sessions will be available on the website beginning with the 2013 session.? The new voting and sound boards will also allow enhanced archived audio that will be searchable by bill number.? The Senate also has archived digital audio of sessions for the previous ten years available on CD through the Records and Information Division.
?Through the use of digital technology, the Internet and other improvements, the Senate has made tremendous strides in promoting transparency,? said Bingman.? ?I?m especially proud that we?ve achieved these upgrades through the hard work and talent of our own staff?we really appreciate their effort and dedication.?
These latest upgrades, including the digital cameras for the chamber, will be completed in time for the 2013 legislative session.? In September the Senate announced that all committee rooms would now have the equipment to provide streaming audio and video.? Additional upgrades mean real time committee votes will be available on the internet.? All materials presented in interim studies and committee meetings during the session are also being made available online.

Anti-tobacco policies responsible for Brazil's big success in reducing smoking rates

ScienceDaily (Nov. 6, 2012) ? Smoking rates in Brazil have dropped by half over the past two decades thanks to strict tobacco control policies, according to a study by US and Brazilian researchers published in this week's PLOS Medicine.

Using a modeling simulation study called Brazil SimSmoke, the authors from authors from Lombardi Comprehensive Cancer Center of Georgetown University in Washington DC and the Brazilian National Cancer Institute in Rio de Janeiro, calculated that 46% of the reduction in smoking rates between 1989 and 2010 (34.8% of Brazilian adults smoked in 1989 compared to 18.5% in 2008) was over and above that which would have occurred if the anti-smoking policies had not been implemented. Brazil introduced a cigarette-specific tax in 1990 and began restrictions on cigarette advertizing, put warnings on cigarette packages, and introduced smoke-free air laws in 1996.

Using the Brazil SmokeSim model, the authors found that between 1989 and 2010, almost half of this 46% reduction in smoking rates in Brazil was from tobacco price increases, 14% was from smoke-free air laws, 14% from tobacco marketing restrictions, 8% from tobacco health warnings, 6% from anti-smoking mass media campaigns, and 10% from treatment programs to help people stop smoking.

Furthermore, the authors estimated that as a result of the anti-smoking policies implemented in Brazil, by 2010, around 420,000 deaths from smoking related causes were prevented and looking ahead to 2050, 7 million deaths will have been prevented. And when the authors estimated the effect of even stricter tobacco control policies, such as an increase in tobacco tax, they found that smoking rates would drop by a further 39% between 2010 and 2050 and prevent 1.3 million early deaths.

The authors say: "Brazil provides one of the outstanding public health success stories in reducing deaths due to smoking, and serves as a model for other low and middle income nations. However, a set of stricter policies could further reduce smoking and save many additional lives."

They continue: "Brazil's accomplishments demonstrate that, even for a middle income nation, reducing tobacco use is a ''winnable battle'' that carries huge dividends in terms of reducing mortality and morbidity."

The authors add: "Most of the measures that Brazil has undertaken cost the government limited resources and, in the case of taxes, generate revenue."
